@davelynch8143 No they most definitely wouldn't, a few dollars to continually gain the trust of someone is definitely worth it if it means getting even a single answer. This is the just a cop, he's a detective, he's trained to get answers from people.

@Dropkickgiraffes No one's to say he wouldn't continue beating you when you're on the floor, if he started kicking you you'd be in your right to shoot him due to threat/risk of grievous bodily harm. Someone kicking and continuing to beat you, is in fact, grieving bodily harm.

The "gurgling" he hears wasn't because the guy was still alive, it's actually because he was dead, it's called agonal breathing and when combined with being shot through the chest, lungs and/or face it makes these short bursts of "wet breathing" where the throat is being filled with blood.
