  1. Currently they do, they have the BRICS development bank backed by gold reserves as a central bank. All their oil goes to China, and paid in Yuan or Iranian Rial. They dont need a central bank when they have the Straits of Hormuz and can shut off 50% of the Worlds oil supply.
