If Isreali government has achieved peace for 16 years by funding it, it proves that it did achieve peace, even if only by appeasement, which always fails at some point. Hamas, terrorist group/gov, achieved peace by taking the funding, but rather than spending it on infrastructure, invested in weapons & ended the peace with an act of war. Netanyahu, having tried peace via payment (as you describe), will doubtless achieve peace- after a lot of horrific violence.
