  8. i would use the air photos to improve infrastructure to keep these roads above flood waters. the very same thing i have said after the hurricanes here in Louisiana and in Florida. but no one is even purposing break waters off the coast line to break up the wave action . same thing here . look at the photos, then go back in and elevate the roadways for nothing more than to facilitate citizen escape from those rising flood waters
