so the answer is to let unused areas of the underpasses remain unused? i bet if some fancy rich person came along to make parks under the overpasses every council member would jump on that to get their face and name in the paper and on the news for supporting it but if it is for the houseless all of a sudden they come on tv with the "not in my back yard" speech" i call for one of these politicians to do the right thing and develop the unused areas under the overpasses into shelters
