  2.  @MD-zm6sn  true , but the public in general have relied on the police "to save" them or "to protect " them. it has even been on police cars for decades, but the SCOTUS declaration ruling just proves what many of us already knew. if you want further proof, look what happened before during and after Katrina. if the police were in the business of protecting people, the mandatory evacuation would have been enforceable under color of law
