  1. and it gives a CHILD an arrest record, which will most likely be held against them when they become an adult. not to mention think of if this child ever needs help from a L.E.O. they will be more hesitant to ask or rely on them for help. this legislation is how you get communities that wont talk to L.E.O.S when things happen in their community. is this legislation also saying that a child should be treated and convicted as adult? in most states the legal age is 18. the legislative and Law enforcement argument is that until that time children's brains have not developed enough and do not have the critical thinking or rationalization skills that an adult has. by that very argument and this legislation they have rendered what is considered "legal age" useless
