Well for this to work anywhere else there needs to be a competant bureaucratic structure that os flexible enough, kerala at the moment has that. So Modi's taking the alternative route using corporates to fund big infra projects, time will tell which is more sustainable. Though kifbi has been around for more than two decades, the communists under Vijayan's leadership have done a relatively good job of using it effectively compared to previous regimes. Combative binary narratives along ideological lines without a clear understanding of costs and benefits have always been India's greatest failing. Vijayan has done some really good work on the phyiscal and health infra side and has commited to eodb improvements along with freebies for winning election all that without the obsession with what people eat doesnt mean he didnt have missteps. At the moment ideology aside he is amongst the most competant chief ministers.

Concerted effort by the govt. to invest in infra, technical education and a highly favourable business/industrial environment on a multi decade time span. We Indians are only good at whining about labour rights, justice for farmers and soke idiotic notion of democratic superiority while serious nations funnel their investments into necessary infra. across varying sectors.

There are other nations with actual conscriptions in place that have been able to reintegrate their veterans. US does a poor job in that regard despite having an entire department assigned for this purpose but they have a globe spanning military committments. Israel, Singapore and S.Korea do a better job, But they are small nations with lesser population.

Regional governments compete for not just government funds but private capital as well, They have to hit certain growth targets. So Provinces compete to invite businesses, primarily manufacturers(employment generation) to set up shop.

Divide and rule was the British policy regarding Europe, but British policy in India was different as they ruled/managed India. So its safr to assume that while D&R might've been the initial policy for conquest, sustaining their colonial interests would have required them to be flexible. Kinda like now, central government has to be mindful of the often competing interests of the constituent states, ruliny BJP's conflicts in Punjab, west bengal, maharashtra and to a lesser extent in Tamil Nadu are reflective of that.

Welfare populism is an excellant way to curb wealth inequality related resentment in any given society. Ofcourse it has to be matched by market led growth and investment in infra structure and education by the state. Tamilians have proven themselves over the years plus having a competant bureaucracy goes a long way. Their per-capita income is amongst the highest in South Asia. It pays to have intelligent people running the govt. Personally I find welfarisn to be a nuisance but its capcity to stave off public discontent should always be acknowledged especially in a democracy.

US's R2BA is much more about owning guns without any kindof even sensible regulations. Gun ownership in the US is unconditional. (That's where Industrial Estates/Parks come in, they have relatively advanced infrastructure made available it mimics and creates the kind of advanced Industrial infrastructure you would find I. A developed country but in a designated space, then you take what you learn and build more of them, This is what Tamil Nadu did ), because PRC and it's various regional governments see industrial expansion as an economically productive employment generation program unlike in India where we have cash burning programs like MNREGA and the many freebie fetishes and populist idiocies of the illiterate masses, The regional governments over there at times fund their own infra programs to attract more capital. They have a Build Operate Transfer Model, which is what they used to setup SMIC's initial fabs(just an example), SMIC grew out of it but thats a very prevelant model over there. Regional governments build local infrastructure then vye to bring in foreign and domestic manufacturers and capital and know how to take advantage of whats available plus lot of sops.
