Plus you can't govern the central government like you would a state government, Which is one of the contribution factors of why he underperformed severely on his first outing. The bureaucratic apparatus in Gujarat doesn't exist elsewhere, Few states like Maharashtra and TN have developed a functional bureaucracy over the years(decades actually) but highly populated and landlocked Northern states like UP and Bihar are severely under managed and likely overstaffed. Central govt can only do so much if the states themselves aren't interested.
