  1. Welfare populism is an excellant way to curb wealth inequality related resentment in any given society. Ofcourse it has to be matched by market led growth and investment in infra structure and education by the state. Tamilians have proven themselves over the years plus having a competant bureaucracy goes a long way. Their per-capita income is amongst the highest in South Asia. It pays to have intelligent people running the govt. Personally I find welfarisn to be a nuisance but its capcity to stave off public discontent should always be acknowledged especially in a democracy.
