  1. Then why was there Soviet military interventions in Japan, Manchuria, Korea, within the Warsaw Pact, and finally in Afghanistan, prior to the Soviet Union collapsed? Moscow was no where near a militant as Washington, DC, but that had more to with Russia's budgetary constraints rather than a desire for peace.
