  3. Both the US and the Soviet Union possessed nuclear weapons, but it doesn't make sense for either side to start a war with a preemptive strike. The US had more than enough conventional weapons, nearby military personnel, and an existing military base in Guantánamo Bay, Cuba to invade or bomb the missile sites. The Soviet Union had soldiers and tactical nukes already in Cuba, but according to the phone call between JFK and Eisenhower during the Cuban Missile Crisis, the US expected the Soviet Union to respond to a US amphibious invasion of Cuba by taking West Berlin. Because of the close proximity to the US mainland, I doubt any foreign navy would travel close to US waters to have a battle with the US Navy. Neither JFK nor Khrushchev wanted a war between two nuclear-armed superpowers. This was more of a global competition that escalated because of the medium-range nukes the US installed in Europe to point toward Soviet targets.
