The Kremlin's decision to reject international assistance in recovering the crew and possibly the submarine itself was very unpopular at the time, but it does make a little more sense now in hindsight. This occurred during the post-Cold War period when NATO-Russia relations were strained but no where near as hostile as they are now. In spite of that, the sailors and naval personnel from NATO countries would have urgently joined the rescue and prioritized the lives of the submarine personnel running out of oxygen. The concern from Russia would be that regardless of the country arriving at the scene of the accident, the first ones to get access to the Kursk would have undoubtedly been US intelligence. Whether that would have been the case or not had to have played a role in why Putin refused help from NATO, and allowed the Russian sailors onboard the Kursk to slowly die in a nightmare scenario for anyone with claustrophobia. I don't know if the submarine still had power, but that would be similar to being buried alive.
