I'm not supportive of any of Russia's archaic measures to combat drugs, but even with harm-reduction measures and full legalization, no country has ever won a war against opioid addiction. It's one of the few addictions that lasts for life and the user will knowingly risk death rather than going through withdrawals.
The US has access to Methadone, Suboxone, Kratom, pharmaceutical opioids, and Narcan (overdose reversal), and despite that, we still lost over 70,000 people to opioids (mostly fentanyl) in 2020 and 100,000 to overdoses from all drugs.
Countries like Russia and the Philippines are openly sacrificing a generation lost to opioid addiction in order to protect the youth from becoming addicts themselves. The US and Canada are not willing to admit they're doing the same. The addicts definitely need compassion and access to treatment, but pretending there's a magic bullet is disingenuous.
