It not being doomed would've required Hitler to honor his promises, which he had already demonstrated numerous times that he never did. "There was literally 0 chance that the British would be able to do anything to the fleet in Toulon. The choice was handing it to the Nazi or scuttling it." Untrue. Admiral Laborde's fleet, at least, could've fled to North Africa (they had enough fuel to do so, and there were over two weeks between the German invasion of Vichy France and the final attack on the Toulon naval base, easily enough time to man the ships with at least skeleton crews and make a run for it), as Navy Secretary Auphan tried to persuade Laborde to do, but Laborde was too spineless to take the opportunity to gather his ships and leg it unless the Vichy government specifically ordered him to (which they failed to do).
