Rapidly expanding something (such as the air being rarefied just behind the shockwave) cools it down, cooling air reduces the amount of water vapor it can hold, and the excess condenses out into what's known as a "Wilson cloud".

Additionally, the amount of rarefaction (and, thus, adiabatic cooling) necessary to create a Wilson cloud depends on the difference between the ambient temperature and the dewpoint; if the temperature is already very close to the dewpoint, even a weak shockwave, producing only mild rarefaction cooling, can still create a Wilson cloud (in the extreme case, if the ambient temperature is equal to the dewpoint, any shockwave, no matter how weak, will create sufficient rarefaction cooling to create a Wilson cloud).
