Physically shoving someone onto an already-moving train would be negligent or worse even if it didn't make them drop a bomb onto the platform; for instance, it could cause the shovee to stumble and fall onto the tracks, it could cause them to stumble and accidentally knock someone else onto the tracks, the rough handling could break someone's wrist, etc.. In this particular case, that negligence just so happened to cause much wider consequences than it normally would've, including combining with another negligence (the unsecured scale) to seriously injure Ms. Palsgraf (and, realistically, many other people were likely also injured, including some seriously, in the stampede set off by the exploding box).

17:29 - Apples and oranges. Declining to enforce individual unwise or poorly-thought-out laws, as Biden may be doing, is a common and legitimate power of the executive branch (it's how, for instance, you can buy pot in Oregon or ship vibrators across state lines despite there being federal laws on the books prohibiting the possession or sale of marijuana and the interstate shipment of "obscene" materials); one of the most important parts of having the power to do something is knowing when not to use it. (Alternatively, given that he has just two days left in office, it might well simply be a matter of him not having enough time remaining for any proceedings to take place before he leaves the White House.) Trump, in contrast, has actually, personally, directly broken the law on multiple occasions and in multiple ways, has attempted to punish people for doing things that aren't illegal, has attempted to (and came very close to succeeding at, and, in the very near future, might very well actually succeed at) overthrow the U.S. federal government and legal system itself...
