Physically shoving someone onto an already-moving train would be negligent or worse even if it didn't make them drop a bomb onto the platform; for instance, it could cause the shovee to stumble and fall onto the tracks, it could cause them to stumble and accidentally knock someone else onto the tracks, the rough handling could break someone's wrist, etc.. In this particular case, that negligence just so happened to cause much wider consequences than it normally would've, including combining with another negligence (the unsecured scale) to seriously injure Ms. Palsgraf (and, realistically, many other people were likely also injured, including some seriously, in the stampede set off by the exploding box).
