  1. Yes, to make the smallest possible turnout, to give Republicans a chance to win. Every political analyst on both sides of the aisle agree on one thing. The larger the turnout in any given election, the lesser the Republican chances of victory. That's as true in the totally white states like Iowa and New Hampshire as it is in diverse states like California and Florida.

  3. If it wasn't racist, there would be no reason for Prager to want to do it now would there be? Republicans are a seriously minority part so they need the smallest possible turnout to win elections.
