Europe is not a single country, in order to have a stronger voice it would have to be a federation similar to the US.

@wildmouse5888 The Baltic Republics and Poland are in a very specific geographical situation so they have no alternative. I meant the EU as a whole acting is harder because it's an association of 27 independent nations with tons of different sensibilities to accommodate. And there are still a few European countries which aren't part of the EU. If it were a federation things would play different, but as such...
