As long as they're being as conservative as they can, and they're costing the Russians more personnel than they are losing, Ukraine is not really losing out: the kill ratio is estimated at 7 Russians to 1 Ukrainian. Bakhmut is still important strategically. It may not be critical, but it does help to hold it and deny it to the enemy. They've got a lot of resources on the way. The question is whether they need to allocate these resources to other objectives. JDAM is a glide bomb. Why makes weapons if you're never going to use them?
