  2. This is one of the many reasons we have to get away from NASA for Manned Spaceflight, and go with Commercial Manufacturing. Politicians have Hamstringed government controlled space flight from the beginning and NASA is now stigmatized. Witness the ongoing Aries/SLS fiasco (YES, it IS the same basic rocket!) This could have been flying years ago.
