I think Putin will not lose without having tried at least one tactical nuke, and maybe two or three before he will negotiate terms that Ukraine will accept. This idea that it's impossible for a Russian leader to order a nuclear attack and have it carried out, is a civilian one, and it severely underestimates the will of the military mind. A warrior will always be willing to fight. It's the civilian leaders like Putin who must keep them in check, not the other way around.
