What it boils down to, pun intended, is that the CO2 will not dissipate for centuries, so what the author is saying is that whatever level it is when we achieve net zero, that is what it shall be for the forseeable future. That level will stay unless we proactively reduce it our selves. That level of heat will also stay for the forseeable future unless we do something about it directly.
