Putin doesn't care one bit about the people in Russian occupied Ukraine. He nominally cares about the land in Crimea, but not the people. He knows he'll probably lose the territory, so he doesn't care about nuclear radiation. As long as he can keep Ukraine from retaking Crimea, it's better than losing it outright. He'll be dead by the time it can be occupied again. It's not that important to him.
