If Russia suspected that some Ukrainians was bad treated, they should have addressed the UN, Which could have made investigations and if necessary sent UN troops. Russia in invaded which showed that everything was a lie. Putin searched and got permission to send Russian troops to Ukraine on the 1st of March 2014.
