I think he inferred he disapproved of their closure, that the closure was founded on an erroneous belief that had not come to pass (that comprehensives would be improved, and they weren't)

@DrGreenGiant I see what you mean. Repealing the law would be perceived as contentious by some. Beyond my own Draconianism, you might have stumped me. Modern day practise seems to make a habit of creating its own dystopia
