  10. DHS, build a direction finding drone. Figure out the source of what is controlling them. Put directional antennas on a drone, covering the major frequency, bands, and SDR. Even a few really good hobbies in this country could build you something. Ham radio operators, drone enthusiast, could work together to make something that’s cheap, but help you track down the source of what is controlling them.

If anyone had ever handled any of the formal complaints, I doubt that things would be this bad.
