So basically his plan of naming the generals put them in a position where they side with the west and commit treason or go forward with "weapons of mass destruction" and go all the way. Can only be tried once and if they annihilate much of Europe and some of the US everyone is too busy with their own problems to worry about them. That of course assumes they live after the retaliatory strikes. Seems like a very risky plan to me.
