Polk was right. The US Constitution forbids the people to be forcibly taxed in order to make a charitable contribution. Such a contribution can not rightly be called charity, since charity must be voluntary, and taxation is not. Also, the US was never "isolationist." Japan was isolationist for a time when it prohibited all trade and contact. The US had plenty of trade for its entire history. Instead, it was non-interventionist, and followed JQ Adams and G Washington's advice to avoid foreign entanglements and not to go abroad in search of monsters to destroy. Today, these views would be called "libertarian."
