  2. I don't think coast guard should be able to board your boat unless they have good reason to suspect you have broken the law. It should be just like cops at a traffic stop. They can't check your trunk or glove compartment or do anything other than a visual search unless they know you have done something wrong. Protecting us from ourselves is not a legit roll of government.
