The only reason why they would be is nominally to protect the privacy of the person they target; NOT protect the government form scrutiny. It is all supposed to come out during the trial anyhow as it is exculpatory, and they are REQUIRED to share it with the defense counsel. Reality is, secrecy is used by the government to cover up corruption and criminality by those in power. Secrecy is the favorite tool of totalitarian despots.
