Yes, most Americans are ignorant of other countries and systems of government. But that does NOT mean the Parliamentary system is better. The American system is loosely based on the Roman Republic and the Greek City-States rather than straight democracy. The biggest problem with most European multi-party parliamentarism is the lack of stability and the rampant bureaucracy. Why should the functionaries of government worry about getting fired when their boss changes in less than a year? That encourages the decay phase of the cycle of Empires.
While MOST ELECTED OFFICALS in US government behave exactly as you say, there are a FEW rare statemen like Jim Webb of Viriginia who DID step down from power. Now you can claim he only waited to the end of his term, but choosing to not run for guaranteed reelection is the same as resigning.
And if the US has been a joke to you for 40 years, it is because we no longer have the existential threat of the Soviet Union to keep us focused and unified. Again, looking at the Cycle of Empires, with the loss of the USSR, the United States transitioned from the Stabilization phase to the Decay phase with the election of weak leaders like the Bushes and the Clintons, a neo-feudalist psudo-monarchist oligarchy. And with Joe Bite-Me, who favors YOUR political persuasion, we have entered the Long Night Phase. Time will only tell if we emerge at the dawn's early light reinvigorated or finished off.

But I post this for you. Plano, Texas, the "gun nut capital" of the world with the highest gun ownership has the LOWEST homicide rate in the world.
Now contrast that with "gun free-zone" cities like Detroit, Chicago, Baltimore, Stockton, Kansas City, St. Louis, Newark, Philadelphia, Memphis, and Atlanta where most of the killings in the US occur. Each of them by themselves would occupy one of the top 10 most deadly if they were their own country.
Incidentally, Honduras and Venezuela have the highest per capita murder rates in the world, and BOTH have made gun ownership unlawful. The problem isn't gun ownership. The problem is politicians who take away gun rights.

To your first question: it is hard to say. if he thinks he has nothing to lose, he very well might (especially true if he thinks a coup from within is in progress). He also knows that he cannot afford to alienate folks like the Indians by using them.
To your second question, it depends on what the target is. Should Putin nuke London, Berlin, Paris, or any American city, I guarantee you that Trident Missiles will be launched against Moscow and Petrograd. If not by the US, then by the British or the French (if Paris is nuked, they WILL do it). A Polish city will also likely trigger such as response, though at a slower pace. Ukraine being struck by nukes is a harder call. There WILL be a response, but not an automatic one. It could end up being something of a Potsdam Ultimatum.
Third Question: The Indians will most certainly condemn their use immediate, the Chinese will be more reluctant, but will eventually also condemn the use but more likely several days later. India will find itself forced to act on sanctions or other economic means, but China will try to drag their feet like they always do.
