It's because the BBC knows millions follow Lineker on social media and the BBC don't want to be seen as being bias by their presenters. It would put the BBC in a bad light. That's why it's in their contract not to have their own presenters putting their own political views.

  13. @Ultra World Wrong I believe in free speech for all even though I don't agree with it. In Linekers case though he knows millions of people follow him on social media so he uses that platform to feed his own needs. He lives in his own world not the real world.
