  1. In Soviet Union schools were equally finance. Difference was who lived in certain districts. Because in some districts parents were more intelligent, in some less. You cannot fix problem with money. Poor Chinese families living in inner city schools still educate their kids better. Instill discipline in your children. Why your Black & Brown kids are suffering harm in Black & Brown schools? ))) No accountability
