  1. If they can include the student population in the youth unemployment statistics, the unemployment rate will immediately fall from 21% to 6.7%. That's a quick way to solve the problem.

  3. No, the opposite: They have NOT been including the student population. If they include it, the rate will drop to only 6.7%.
