I'm guessing North Korea is making this announcement due to severe food shortages. It helps to have their population focus on national security rather than the daily hunger pangs from lack of food.

@TheFriend2u "N.Korea people survived all these centuries". Most of them survived, but millions have died from starvation over the last several decades. N. Korea has struggled with food shortages for over 50 years, and only through food donations from many countries have they been able to feed their population. Over the last decade, it is estimated that N. Korea's grain production has provided 1900 calories/day/person, which is just around the minimum requirement for daily consumption. Compare this to neighboring China, which has an annual grain production providing 5000 calories/day/person.
