It's an interesting case: As a security team, you have the right to make the vendor leave the mall area. But destroying his property to make him leave is not legal (even if that is what the 城管 often do).

@danthovict381 It's possible the area right in front of the mall belongs to the mall, but probably not out by the street.

@captainwin6333 That's a little exaggerated. Helium-filled balloons are commonly sold world wide. But this was hydrogen, of course. Maybe that is the danger you're referring to?
