  1. It's very simple: Russia aggressively attacked a neighboring country. Israel is retaliating against an attacker which launched thousands of rockets over the border into Israel and killed over 1000 people. So in this case, Russia and Gaza/Hamas are the aggressors, while Ukraine and Israel are the defenders. That is why Russia has been banned. Palestine is participating in the Olympics because the Palestinian Authority are not the attackers.
