One can imagine that as societies have become fully settled on broad plains, a flood will be totally devastating, as opposed to when you're hunter-gatherer and you can just run up the hills for a few days and then continue your lifestyle. It's perhaps very understandable that in a settled, agrarian society, a big flood will generate stories that get handed down for many generations.
