  1. Since Russia is allready sanctioned about gay marriage (at the same time as the Iran deal) and the russian ammo ban, they have little to loose by sanctions anyway. Unless someone blocades Transnistria or Cuba or something like that (Chrushtew used Berlin in a similar way).
