France for example bluntly violated international agreements during both Morroccan crisis.

And important to this discussion: no sovereign nation is beholden to any treaty it is not part of. So the dutch citizen Anthony Fokker building an Aircraft in his homecountry does not fall under the jurisdiction of the Versailles Treaty. Speaking of legality, coercion by explicit threats of violence makes consent to any treaty legaly invalid. This is for example why China (both of them) does not recognise the inequal treaties, Russia overturned the arms restrictions imposed after the Crimean War (without her erstwile enemies and future Entente partners making much fuss about it) and France never acknowledged the outcomes of the Franco-Prussian war (following a tradition that dates back at least to Francois I and Pavia).
