If Russia hadn't invaded Ukraine, the EU/US could have made the decision, as where to better spend tax payers money! Unfortunately, due to Putin's hostile invasion, that decision was made fore them. I'm pretty sure, the average Russian, would have preferred the money to have been better spent, improving infrastructure, healthcare & education in Russia. I'm astounded, YOU didn't make that connection!
