  1. It's not Ukraine's refusal to negotiate, that's the issue. It's Putin's preconditions, that are the issue. Remove those, and the talks can begin.

The world: 'How does that make you feel'? Putin: 'Like an incompetent fool'. The world: 'Now you are starting to make sense'.
