Until Russia invaded Ukraine, only 6% of it's borders were neighbouring NATO countries. Yes, that's correct, only 6%.
NATO's so called 'expansion' is due to Putin's/Russian aggression. Until Russia invaded Ukraine, both Finland and Sweden had stated they had NO INTENTION of joining NATO.
Ukraine was given it's independence in 1991, by the then, Soviet leader, Boris Yeltsin. What this Democratic, Sovereign & independent country chose to do, ref it's future direction, had NOTHING to do with Putin. Russia's so called 'security concerns', are wholly of it's own making.
