  13. Lemme guess .. It was public school. Special needs belong in schools with folks PAID and TRAINED PROPERLY. Pushing these students in public school with regular teachers and expecting everyone to just put up with their behaviors. Behaviors such as assaults on staff and students, violating their civil rights to a safe learning and working environment. Then you consider Obamas restorative practices aka promise plan. This forbids POC and special needs students from being suspended outside of school and expulsions.
