Western governments have definitely got more authoritarian since 9/11; "it's okay because only hate speech is criminal" falls apart because governments are not neutral in deciding what qualifies as hate speech. Check out how selectively hate speech laws are being used re: the conflict in Palestine and you'll see what I mean. Hell, Germany is debating a bill that would require you to swear loyalty to Israel to gain German citizenship. 35 US states already require a similar oath if you want to work in the public sector. Such things would've been impossible - a joke - pre 9/11.
