A lot of Hollywood stars were permitted to avoid the draft in WW2 because the government thought they were useful for war propaganda and at the end of the day people need entertainment even in wartime. Troops wanna watch movies on R&R, people wanna live as normal a life as they can, etc. Always has been, always will be.

Same reason a ton of Hollywood stars didn't volunteer during the Second World War. The government exempted them so long as they provided the odd propaganda piece for them. They considered that worth more, overall, than just one more pair of boots on the ground.
