  1. I think as Jose said, blinking is emotional overload. Biden didn't really answer the question; so not a lie, more of an evasion to get out of the trap. That trap would cause emotional overload. I think an outright lie would cause the blinking, because a lie is also an emotional overload: fear of getting caught.
