@ChuckPalomo The US warnings that an attack on a concert in Moscow was planned were public, I read them weeks before the attack, even babushkas in Siberia could have read them. Only Putin ignored them.

@ChuckPalomo As I said, even I knew, thanks to the USA's duty to warn policy, that an attack on a concert in Moscow was planned. The warning was public. This information was shared with the Russians out of generosity and Putin rejected this out of arrogance and incompetence.
